Anatolii Komirnyi has been driving digital transformation across industrial and public sectors in Ukraine for nearly two decades. His professional journey began in 2005 at mining and beneficiation plants, where he focused on modernizing production operations and integrating digital solutions to improve efficiency and transparency. Over the past four years, Anatolii has played a pivotal role in the Ukrainian government’s digital agenda. As a digital transformation leader at the Ministry of Infrastructure, he led several high-impact national initiatives, including:
  • Electronic Border Crossing Queue – a complex queuing and prioritization system for vehicles at border checkpoints, equipped with anti-fraud mechanisms;
  • eFTI System – a digital freight transport registration platform developed in compliance with UN/CEFACT standards;
  • Damaged and Destroyed Property Registry – a verified national database capturing infrastructure losses resulting from the Russian invasion.
In 2025, Anatolii took on a new challenge as Chief Digital Transformation Officer (CDTO) at the Ministry of Social Policy of Ukraine. In this role, he is leading the development of next-generation digital systems to streamline aid distribution and monitor service providers across more than 150 social programs supporting over 5 million beneficiaries. This includes building unified platforms for eligibility verification, benefit disbursement, and real-time performance analytics – a mission-critical effort at the intersection of technology, governance, and human impact. Anatolii brings to CIO Move Dublin a unique perspective from the front lines of national resilience and public sector innovation during wartime. His work exemplifies how digital transformation can empower governments to act swiftly, transparently, and at scale – even in the most challenging circumstances.
