The China CIO Alliance (CCA) is China’s exclusive and premier network for IT leaders. Founded in 2014, the China CIO Alliance (CCA) is an exclusive, invitation only professional community of chief information officers and senior IT leaders in leading corporations, academia, government and nonprofit organizations in China. As a collaborative and member driven community, the CCA is a powerful network of peers that was founded to promote professional advancement and knowledge sharing for IT professionals and their organizations operating in China.
CCA Mission and Objectives
The mission of the CCA is to foster collaboration and the exchange of best practices in a peer to peer environment with relevant content driven by its members. Key objectives of the CCA are to:
Provide a platform for peer IT executives in China to network with each other online and offline.
Organize online and face to face meetings and conferences for members to share expertise and best practices on relevant IT and business topics for companies operating in China.
Serve as a think tank and advisory board to technology startup and venture capital firms.
Foster the professional development of high-potential individuals who will be the technology leaders of tomorrow.

Board of Directors
Michael C. Fillios
Founder & Chair
Michael Fillios is a global business technology executive with significant IT transformation, change leadership and operational experience. He is a twenty five veteran in industries spanning pharmaceutical, automotive, engineering, software and management consulting including 10 years at a startup software and consulting company focused on business technology management.
Michael is currently the Vice President, IT and Divisional CIO at Packard E/EA, Delphi’s largest division, based in Shanghai. As a member of the Divisional Executive Committee, he has global responsibility for all IT operations as well as for IT in the AP region as a member Asia Pacific Growth Board. Prior to his appointment as Division CIO, he led the Office of the CIO with responsibility for Strategy, Enterprise Architecture and IT Business Operations.
Noel Law
Founder & Co-chair
Noel Law is a co-founder of the CCA. As a seasoned global business leader, Noel is the founder and Managing Director of OPO Global, an executive consultancy that provides customized solutions to senior executives working in global companies. Noel and his executive-level advisor team focus on projects that are strategic, complex, high-impact and culturally sensitive in nature with results that are quantifiable.
Noel has 26 years experience in business strategy and technology solution area in NA, Europe and Asia. He deeply involved in many business functions such as operation, marketing and sales in his previous experience, and started to help the companies build their new capabilities in the emerging market since 2007. As a volunteer Noel Co-chairs the China CIO Alliance, and is active with the AmCham in Shanghai serving on the IT and SME Committees.
Eric Dieny
Founder & Co-chair
Eric Dieny is a co-founder of the CCA. He was born in France and has been residing in Greater China since 1982.
Currently Eric is a Partner in the Shanghai office of DHR International, a top 5 US executive search firm. His core activity is in Advanced Technology, Industrial and Private Equity. Prior to joining DHR International, Mr. Dieny was President and Principle Owner of EMS Consulting, a boutique executive search firm with offices in China and Taiwan, for 10 years.
Mourad Ajarti
VP of Program
Mourad Ajarti is an IT Executive with 18 years of experience across FMCG categories, multiple IT domains, business process domains and geographies leveraging technology to drive business results.
After a global career at Procter & Gamble across, Morocco, Saudi Arabia, UK and Switzerland; Mourad has joined L’Oreal on April 2014 as Asia Pacific CIO based in Shanghai. Mourad is passionate about IT driven business value and Digital transformation.
Raj Dasgupta
VP of Leadership Development
Raj Dasgupta is a Sr. IT Executive with over 20 years’ experience of Automotive Industry in US, Asia-Pacific and Europe. He has significant experiences in International Sales & Distribution, Supply Chain Management, ERP and IT Transformation with possess excellent leadership and inter-personal relationship building skills. He also is a motivational leader to department staff, driving change and leading team to be competitively among the best.
Raj Dasgupta is currently the head of IT for Asia Pacific region of Fiat Chrysler Automobiles. His responsibilities include overseeing the IT operations, projects and strategy for $10 bln revenue unit. He is reporting directly to the COO of the region and supporting Manufacturing, Product Development, Sales & Marketing as well as Corporate functions such as Finance, HR and Business Development functions.
Steffen Mueller-Urbaniak
VP of Partnership
Steffen Mueller-Urbaniak was named Director of IT Business Operations for the Americas for Ford in January 2011. He became the Director of Ford Asia Pacific IT since July 2014. In addition to overseeing IT in Asia, his responsibilities also include global IT strategy for Manufacturing in Ford.
Steffen was previously responsible for IT for Marketing, Sales & Service and Communications in the U.S. Prior to that he held various positions in IT and Product Development both in Europe and in the U.S. Through these varied experiences he has developed a broad understanding of Ford’s automotive business as well as the IT strategy and solutions that support it. His stated professional passion is to help improve the business by bringing people, technology and processes together.
Steffen holds a Ph.D. in mathematics from the University of Heidelberg, Germany. He joined Ford of Germany in 1989 as an IT system analyst supporting CAD and CAE. He relocated to the U.S in 1998 and lives in Shanghai, China since 2014.
Cherry Tan
VP of Membership
Cherry Tan is an IT executive with over 20 years of IT services and leadership experience in multi-national companies, specially in the Supply Chain area. In her current role as CIO of Cisco Greater China, she’s responsible for driving alignment of business and IT capabilities roadmap for Cisco GC and all IT services are delivered to enable Cisco’s digitalization transformation in the region. She’s bases in Shenzhen, China.
Cherry has a passion for leveraging IT technology to enable business and driving business and IT partnership. During the course of her career, Cherry has held IT leadership role in Lenovo, IBM, RFMD for different IT services.
